As mentioned earlier, the 9th elf is behind the bloxburg city hall. to be more precise, it is inside a single small shop behind the bloxburg city hall. reach the bloxburg city hall and go to the backside. you can travel there by foot or in your car. once you are at the city hall, start climbing the slop filled with snow until you reach the shop.
